2. Il conferimento della gestione dei servizi pubblici locali avviene, in via ordinaria, a favore di imprenditori o di società in qualunque forma costituite.
5. Ferma restando la proprietà pubblica delle reti, la loro gestione può essere affidata a soggetti privati.
10. ... per l'affidamento di tutti i servizi pubblici locali di rilevanza economica in materia di rifiuti, trasporti, energia elettrica e gas, nonche' in materia di acqua.
